I can't speak for the rest of europe but in the uk a heat related death was amost always caused by something else and heat is just considered a factor.

@SarahIsAwsm The freedom of speech argument only works if you subscribe to the arbitrary american opinion of what freedom of speech is. You can own guns in the uk so no. Uk has stronger privacy rights thanks to eu law. A codified constitution has its downsides so debatable its better.
