The U.S. administration’s recent imposition of a 25% additional tariff penalty on Indian exports is apparently due to allegations of “profiteering” — suggesting that India earned nearly $16 billion in arbitrage profits by reselling refined products made from discounted Russian crude. This charge has been positioned as a major rationale for penal action.
At this juncture, it becomes crucial to validate this theory and confirm whether such profiteering has indeed occurred. While it is obviously important to emphasize our sovereignty and remind them of the previous US administration's explicit encouragement for India to purchase Russian crude, the correctness of their argument and estimates should also be validated and conveyed during the negotiation process.
Had India not purchased oil from Russia and instead relied solely on other OPEC nations, global crude prices would have remained at $100+ levels—a surge witnessed immediately after the Ukraine conflict began in 2022. Due to India's shift in oil purchases to Russia, prices have softened and stabilized in the $60-70 range over the past year, benefiting the entire global economy.
The key detail in addressing the profiteering argument directly is that global prices of refined products — gasoline, diesel, jet fuel — move broadly in line with crude oil prices. Since India’s purchases helped soften crude prices, product prices also fell proportionally. Far from profiteering, this has delivered a net benefit to global consumers. Consider the U.S. itself: with consumption at nearly 20 million barrels per day, a $30 reduction in crude translates into an economy-wide saving of $219 billion annually — a benefit far exceeding any perceived Indian gain.
Another point lies in refining margins, or “crack spreads.” Typically at $15–20 per barrel, these margins spiked to $40+ in 2022when crude touched $100. Had India continued to depend solely on OPEC, this surge would have been far steeper, straining global markets further. By diversifying supply, India arrested the shock.
The government should position these as strong rebuttals against the US profiteering argument. While it can be argued that other OPEC countries could have increased output instead, the immediate spike in crude prices to $100+ levels in 2022 was arrested due to India's intervention, preventing a global economic crisis.
Having said that, it is important to ensure that major distributional changes to key international trade flows do not occur abruptly. India's share of crude imports from Russia surged from less than 1% to over 40% within 3-4 years—setting us apart from other major economies and exposing us to such attacks. This dramatic shift could be easily flagged as an anomaly and weaponized against us.
Going forward, distributional studies examining such anomalous jumps, falls, or skews—similar to the problematic over-dependence on China for rare earth magnets—should be routinely conducted. This proactive approach would help India avoid similar vulnerabilities while maintaining our strategic autonomy and economic interests.
