@DeptVetAffairs, I applied for the Edith Nourse Rogers STEM Scholarship. I was denied the scholarship because "you are not enrolled in an eligible STEM program as described. In your description of STEM you include "a health profession or related program."

Bureaucracy is a ratchet. Whether from external or internal sources, if there are people whose job it is to insert process or oversight, this will continue to increase unless you actively audit to evaluate the impact on outcomes and work to reduce/replace
