The road out of the colony is still the oldest test of whether an SC settlement is part of the village or only at its edge.
Kondapuram, Palakonda, Parvathipuram Manyam.
The Scheduled Caste colony stands where most such colonies were placed: at the periphery.
Two internal roads that joined it to the village road are visible on the satellite image.
Every other internal road in the same village remains open.
These two now sit under Possession Certificates issued on Sy. No.18/2 Gramakantam.
Tahsildar https://t.co/5n7DEt6Y9q.519/2026 dated 29.09.2026 records that no office file supports the six certificates, that three dated 10.02.2022 were not issued from that office, and that cancellation is recommended. No speaking order has followed.
The same land was asked for a PM-ABHIM clinic, anganwadi and library by 169 villagers on 17.01.2025.
The clinic is still stopped. NCSC File ESDW/BP/AP/2025/312709 has already marked the file for action.
The district has not answered.
Closing the path that leads out of an SC colony, then covering that path and the adjoining community land with certificates, is not a private real-estate deal.
It is the old exclusion continuing on government paper.
Access is the right. The record must say so.

The Commission has marked the file. The district has not answered it.
On 12.10.2026 the APS to the Hon’ble Chairman, NCSC, forwarded the 09.10.2026 mail to the Director for necessary action.
File ESDW/BP/AP/2025/312709.
The ten days in the Custom Letter dated 28.09.2026 have already run out.
Tahsildar Rc. No.519/2026 dated 29.09.2026 still recommends cancellation of the six Possession Certificates.
No speaking order has followed.
The two internal roads of the SC colony remain unmarked in any revenue report.
SP C. No.15/D1/DCRB/PVP-M/2026 still has no written decision on the Criminal Complaint-cum-Affidavit dated 13.06.2026.
The PM-ABHIM clinic is still stopped. A recommendation is not disposal.

Today marks the expiry of the 10-day deadline granted by the National Commission for Scheduled Castes (File No. ESDW:BP:AP:2025:312709) for the District Administration to submit an Action Taken Report.

No report received yet.
Requesting urgent action & hearing on:
🔹 Protection of SC colony internal roads & Sy. No.18/2 community land (Kondapuram, Palakonda)
🔹 Collector's speaking order on Tahsildar’s report (Rc. No.519/2026) recommending cancellation of fraudulent possession certificates
🔹 Status of the pending criminal complaint

Day 2 of the seven asked on 05.10.2026.
No speaking order on Rc. No.519/2026.
No written decision on the 13.06.2026 complaint.
The PM-ABHIM clinic is still stopped. The seven days run to 12.10.2026.

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@collectormanyam @PVPManyamPolice
A recommendation is now being pasted into a PGRS sheet.
That is not disposal.
PRPM20260617299 repeats Tahsildar Rc. No.519/2026 dated 29.09.2026: no file, three certificates recorded as not issued from the Palakonda office, Sy. No.20/4 inalienable burial ground, cancellation recommended.
The 13.06.2026 complaint asked who prepared, processed and used those papers, including in O.S. No.55/2025.
SP C. No.15/D1/DCRB/PVP-M/2026 said police would act if criminal content surfaced.
An ATR is not that decision.
The PM-ABHIM clinic is still stopped.
Two orders.

@PVPManyamPolice @collectormanyam
The same request was emailed today, 05.10.2026 at 10:23 AM, to both offices.
Tahsildar Rc. No.519/2026 dated 29.09.2026 was enclosed.
Cc: DGP, ACB, NCSC, Joint Collector, DRO, Tahsildar. Seven days were asked for the speaking order and the FIR decision.

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@dgpapofficial
Sir, copy of the above.
DGP Camp was marked on the 15.06.2026 email.
The district SP said police would act if criminal content surfaced.
The Tahsildar has now recorded that three certificates were not issued from the Palakonda office.
Kindly call for the status of C. No.15/D1/DCRB/PVP-M/2026 and whether an FIR decision has been taken.

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@PVPManyamPolice
Sir, two years is too long for a sworn complaint.
Criminal Complaint-cum-Affidavit dated 13.06.2026, emailed 15.06.2026, placed before you and the Collector the same day. Your C. No.15/D1/DCRB/PVP-M/2026 dated 23/24.06.2026 said: Revenue to enquire; if criminal content surfaces, police will act.

That content is now on file. Tahsildar Palakonda Rc. No.519/2026 dated 29.09.2026, to the Sub-Collector, copy to the Collector:

👉No office file, no field report for the six Possession Certificates.
👉Rc.55, 56, 57/2022/B dated 10.02.2022 name a district formed only on 04.04.2022 - not issued from that office.
👉Sy. No.20/4 is inalienable burial-ground poramboke.
👉Cancellation recommended on Sy.Nos.18/2 and 20/4.

Those papers are already in O. S. No. 55/2025. The same dispute has stalled the sanctioned PM-ABHIM clinic that 169 villagers, with the then Sarpanch and MPTC, asked to be built on the Gramakantam on 17.01.2025.

Your own letter is the test. Register the FIR if cognizable offences are disclosed, or refuse in writing with reasons. Silence after this report is not a decision.

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@collectormanyam
For the record, not a fresh demand.
Tahsildar Palakonda Rc. No.519/2026 dated 29.09.2026 recommends cancellation of the six Possession Certificates on Sy.Nos.18/2 and 20/4.
No office file.
Three certificates dated 10.02.2022 recorded as not issued from that office.
Sy. No.20/4 recorded as 𝗜𝗡𝗔𝗟𝗜𝗘𝗡𝗔𝗕𝗟𝗘 burial-ground poramboke.

This answers the verification asked in the Criminal Complaint-cum-Affidavit dated 13.06.2026.
It is a recommendation.
The speaking order, the copy to NCSC, and the decision on the PM-ABHIM site are still pending.

@collectormanyam
Sir, Tahsildar Rc.519/2026 dated 29.09.2026 recommends cancellation and records that Rc.55–57/2022/B were not issued from the Palakonda office. The 13.06.2026 Criminal Complaint-cum-Affidavit asked for verification and a decision on misuse of office. ACB was copied on 15.06.2026.
Please convert the recommendation into a speaking order and send the finding to police and to NCSC File ESDW/BP/AP/2025/312709 within the Commission’s 10 days.

@dgpapofficial
Sir, copy of the above.
SP Parvathipuram Manyam was already marked on the 15.06.2026 email of the Criminal Complaint-cum-Affidavit.
The Tahsildar’s 29.09.2026 report now says three certificates were not issued from the Palakonda office. That is the point at which the district police file cannot stay “civil, report awaited.”
Kindly call for the status of C. No.15/D1/DCRB/PVP-M/2026.
#KondapuramAsks

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@PVPManyamPolice
Sir, your own letter is now the test.
C. No.15/D1/DCRB/PVP-M/2026 dated 23/24.06.2026: Revenue to enquire; if criminal content surfaces, police will act.
That was on the Criminal Complaint-cum-Affidavit dated 13.06.2026.

👉Tahsildar Palakonda has now written Rc. No.519/2026 dated 29.09.2026 to the Sub-Collector, copy to the Collector:

👉No office file, no field report for the six Possession Certificates.

👉Rc.55, 56, 57/2022/B dated 10.02.2022 name a district formed only on 04.04.2022 — not issued from that office.
👉Sy. No.20/4 is inalienable burial-ground poramboke.
👉Cancellation recommended on Sy.Nos.18/2 and 20/4.
👉Those papers are already in O.S. No.55/2025. A recommendation is not an FIR decision.
👉Kindly record whether criminal content has now surfaced, and what action follows on the 13.06.2026 complaint.

@collectormanyam @JC_Manyam @NCSC_GoI
The Criminal Complaint-cum-Affidavit dated 13.06.2026, emailed 15.06.2026, asked one thing: verify the six Possession Certificates from original records and decide the complaint.

Tahsildar Palakonda has now answered part of that prayer.

Rc. No. 519/2026 dated 29.09.2026 to the Sub-Collector, copy to the Collector, citing that 15.06.2026 application:

👉No office file, no field report supporting the six certificates.
👉Rc.55, 56, 57/2022/B dated 10.02.2022 name a district born on 04.04.2022 - not issued from this office.
👉Sy. No. 20/4 is inalienable burial-ground poramboke (LPM 10).
👉Cancellation recommended on Sy.Nos.18/2 and 20/4.
𝗧𝗵𝗮𝘁 𝗶𝘀 𝘀𝘁𝗶𝗹𝗹 𝗼𝗻𝗹𝘆 𝗮 𝗿𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻.
👉SP C. No. 15/D1/DCRB/PVP-M/2026 said police would act if criminality surfaced.
👉Collector Rc.1254/2025/E3 dated 02.07.2026 asked for an immediate report.
👉NCSC File ESDW/BP/AP/2025/312709 has given 10 days from 28.09.2026.

@collectormanyam @NCSC_GoI @AndhraPradeshCM
Day 3 of 10.
NCSC File ESDW/BP/AP/2025/312709, Custom Letter 28.09.2026: the Collector has sent no report since 06.11.2025. Ten days, then a hearing.

Kondapuram is still two files, not one: Sy. No.18/2 - SC Gramakantam and two colony roads. Rc.55, 56, 57/2022/B. Sy. No.20/4 - burial ground. Rc.374, 375, 376/2023/B.

Your own Rc.1254/2025/E3 dated 02.07.2026 already asked for that report. The 25.09.2026 email listed the five missing findings. A closed PGRS ticket does not answer the Commission.

Send the report. Copy the complainant.

https://t.co/rMvW6mRzao #KondapuramAsks

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@JC_Manyam @DARPG_GoI
Madam JC / DARPG: the 28.09.2026 NCSC letter gives the Collector 10 days.
File ESDW/BP/AP/2025/312709.

The 25.09.2026 email already listed what is missing: certificate-wise verification of Rc.55–57/2022/B and Rc.374–376/2023/B, the report ordered on 02.07.2026, and a decision on the 13.06.2026 complaint.

A closed CPGRAMS ticket is not that report.
Kindly place both papers on the enquiry file and copy the complainant.
#KondapuramAsks

[KONDAPURAM369🇮🇳 @KONDAPURAM369]

@collectormanyam @NCSC_GoI @AndhraPradeshCM
Two papers. Same silence.
25.09.2026 - reminder email on the Criminal Complaint-cum-Affidavit dated 13.06.2026, citing Collector Rc.1254/2025/E3 dated 02.07.2026.
Sent to Collector, SP, NCSC, CMO, CCLA.

28.09.2026 — NCSC File ESDW/BP/AP/2025/312709. Custom Letter to the same Collector: no report since the 06.11.2025 notice and the 27.02.2026 reminder.
Ten days to reply, or a hearing.

The district cannot tell the Commission the file is old and tell the complainant the file is under enquiry.
One speaking order on six certificates closes both.

The people of @Krishnampalem gave their lands and homesites for the state’s development. They are not against industry. They are asking for what the law already promises: proper R&R and safe housing before construction continues next to their old thatched homes.

Heavy machinery, noise and vibrations are damaging houses where children, elders and the sick still live. Waiting for an accident before acting is not development.

Please halt trial runs and construction until house sites and rehabilitation are actually given. Protect their lives first.
