~30% of rent-stabilized households earn six figures. 57,000 stabilized units sit empty. ~10% of these buildings already lose money every month.
A freeze doesn't make housing cheap. It makes it scarce, decrepit, and eventually the taxpayer's problem. It's the same cycle that bankrupted the nickel subway fare and hollowed out Mumbai's housing stock.
The benefit is a lottery ticket for whoever holds the lease. Everyone else gets crowded into a market that's now breathing with one lung.
Allow the private sector to build more housing. That's the only real fix.
