Maricopa County leaders want our votes. Citizens deserve a voice too: a FORMAL complaint process with an independent Compliance Review. That’s the gap.

Runbeck mailed 3,126 ballots six days early. The Recorder’s Office says it did not authorize the release and learned about it afterward.
You say the correct ballots reached the correct voters and remain valid. But what control failed? Was there a control in place? Who was responsible? Who will independently verify that the fix works? Because of course there will be corrective action.
This is exactly why we have spent THREE YEARS seeking a formal citizen complaint process.
I requested election contracts and records, pursued public-records litigation, contacted county departments, spoke at Board meetings and requested agenda placement. Still, I was not provided an independent compliance officer assigned to examine my complaint and determine whether a violation occurred.
Procurement initially treated my complaint as a message. Only after I escalated it did they acknowledge a formal complaint. They then concluded no contractual-compliance issue required further investigation.
Where was the supporting documentation? What evidence did they examine? How did they evaluate my questions about MVD and USPS agreements governing election responsibilities? Were agreements required, what arrangements existed, and were the requirements followed?
I received no tracking number, no assigned independent compliance officer and no supporting findings answering those questions.
A citizen working elections as a Vote center inspector on July 20 2026 reported a vote-center tabulator incident. District 1 staff knew of no case number and supplied a response about internet connectivity that did not answer her concern. No independent compliance officer reviewed the concerns about connectivity to the Internet and the tabulator machine
Every complaint won’t establish a violation. That is why an independent compliance officer must examine the evidence and issue a written determination.
We have exhausted the avenues we pursued to get this process established. Now Neil and I are developing legislation through Arizona Citizen Voice.
The state Ombudsman confirmed that her office cannot investigate general county administrative matters or oversee county ombudsmen under current law. We propose changing that.
Require an independent county complaint process, state Ombudsman oversight and authority to investigate when necessary—with counties covering authorized investigation costs without controlling the findings.
Require tracking, an accountable owner, an independent compliance officer, written findings, corrective action when warranted, verification, monitoring and documented closure.
A vendor accepting responsibility is a beginning. A verified correction is the result citizens deserve.
After three years, we are pursuing legislation to make that accountability a requirement.

John, this is why I’ve been asking for the agreements and oversight records governing election-related work involving MVD a d USPS and outside organizations.
Who is authorized to receive the data? What can they do with voters’ addresses? Who verifies that the requirements were followed?
The DOJ letter raises questions that need investigation. My complaint needed the same thing: an independent compliance officer assigned to examine the evidence and determine whether a violation occurred.
Procurement concluded no further investigation was needed, but provided no supporting documentation showing how it reached that conclusion.
This is the gap Arizona Citizen Voice is working to close: complaint tracking, independent review, written findings, corrective action when warranted, verification, monitoring and documented closure—with state oversight of the county process.
I know @andybiggs4az...I've worked with him for the last decade on critical national security issues...he is an amazing leader who would do amazing things for Arizona...I hope you will support him and vote for him to become the next governor...
