Seen today at the CPD promotional ceremony is (now) Captain Nakia Fenner, wife of former superintendent Eddie Johnson. Fenner is reportedly assigned as the captain in the 5th district on Chicago's south side. Fenner was reportedly meritoriously promoted to sergeant and was at the center of a supposed cheating scandal where she (and others) were accused of receiving test answers for the lieutenant's exam. The Office of Inspector General found no wrongdoing concerning those accusations.

According to some officers on the Chicago Police Department, this is a sign of continued nepotism which rewards friends and family of high ranking members.

Captain is an appointed position on the Chicago Police Department.

It's the same reason "violence prevention programs" rarely work.

There's an incentive for the problem to continue and even worsen. If the problem is solved, their services are no longer needed and the government cash well dries up.

And then, how would some elected officials reward their supporters? Patronage used to be a thing. Today, numerous organizations are handed government cash to address an issue.

An example of that is how the city approved $51 million for migrants but only a sliver of it ACTUALLY went to migrants.
