@robertgraham Its also odd this particular piece delaminated in such a way that it exposed the concrete, meaning both layers came up, then only one layer which is why the light blue remained. And also did it in a circular patch that left both layers still adhered to the concrete at the edge.

@sbswan123 @robertgraham The primer is not peeling though, only the top layer. If it was the primer, as @robertgraham noted, you'd see the bright blue primer on the other side of the dark blue peeled spot. The primer chemically bonded correctly to the concrete.
