@robertgraham Its also odd this particular piece delaminated in such a way that it exposed the concrete, meaning both layers came up, then only one layer which is why the light blue remained. And also did it in a circular patch that left both layers still adhered to the concrete at the edge.
@sbswan123@robertgraham Example,notice it came off entirely at the edge, then the light blue primer, and finally stopped tearing at the edge of that and the rest is blue. If what you say is true the light blue should have come up too, not remained.

@sbswan123@robertgraham The primer is not peeling though, only the top layer. If it was the primer, as @robertgraham noted, you'd see the bright blue primer on the other side of the dark blue peeled spot. The primer chemically bonded correctly to the concrete.
