It is with immense delight and profound honor that I have been invited to participate as a distinguished Speaker at the 45th Annual Forum and 13th Consultative Assembly of Parliamentarians on the International Criminal Court and the Rule of Law (CAP-ICC). This prestigious gathering, hosted by the National Assembly of Pakistan, will take place on October 28-29, 2024, where we will also witness the presentation of the 2024 Defender of Democracy Award in a dedicated ceremony.

I am privileged to address a vital panel on “The Universality of the Rome Statute and the Expansion of the International Criminal Law Framework: Best Practices, Lessons Learned, and the Role of Parliamentarians.” It is an opportunity not only to discuss solutions but also to inspire and guide fellow parliamentarians in their noble mission to strengthen the rule of law at national, regional, and international levels.

It is with great pride that I accept this generous invitation on behalf of my beloved country and the citizens of the Federal Republic of Somalia, for whom I have sworn an oath to defend the Rule of Law and uphold the principle that no one stands above it.

Today marks a critical moment for Turkish-Somali relations. Türkiye's pride in maritime exploration, the Oruç Reis Seismic Research Vessel, is set to embark on its journey to Somalia following a farewell ceremony at the Bosphorus in Istanbul. This mission has been made possible by the Defense and Economic Cooperation Framework Agreement signed between Türkiye and Somalia, paving the way for enhanced collaboration and exploration efforts in Somali waters.

For the first time, TRT Haber captured exclusive footage of the Oruç Reis vessel before its long voyage. According to their report, preparations for this seismic expedition have been completed. The ship is ready for departure, and its journey towards Somali waters is about to begin. Setting sail from Zonguldak’s Filyos Port, the Oruç Reis will follow a route through the Mediterranean, the Suez Canal, and the Red Sea, arriving near Somalia by the end of October. The journey is expected to take around 19 days.

Upon arrival, the Oruç Reis will conduct 3D seismic research in three designated areas, with the operation expected to last approximately seven months. During this time, the vessel will collect data for both oil and natural gas exploration. The gathered information will be sent to Ankara for analysis, which will guide future drilling activities in the identified regions.

Measuring 87 meters in length and 23 meters in width, the Oruç Reis is a significant asset in Türkiye's maritime exploration efforts. With this mission, Türkiye is expanding its exploration map, opening a new chapter in its relationship with its close ally, Somalia, through joint efforts to explore natural gas and oil reserves.
