Romans 1-3 makes it clear that the point is we have ALL fallen short. When Joel assigns just Jews as bad guys it is boasting against the root and exhibits a spiritual pride and lack of reception of the universal sinfulness of mankind as applied to all nations, not just Jews.

Romans 9-11 also warns about the folly on display here. Do these guys not do verse by verse study of Scripture?
