In private investing, capital is released in tranches against milestones — miss outcomes, funding pauses. It raises an interesting question: could a similar results-first framework be proposed as a voter initiative that wins public support and also holds up legally by gating spending (not taxes)?
Done right, it would respect voter intent, protect what’s working, and create a natural pause-and-correct mechanism when outcomes don’t show up — while accounting for the usual bureaucratic workarounds.
