It started as a junk-science -based fight against terror threats. It morphed into something unable to be controlled by its creators.
• We already know private security conglomerates do not represent the U.S. well abroad. They have no regard for the laws of other countries, and disregard rules of engagement, rules of law, Geneva Convention, basically they have no regard for fairness and/or TRUE justice. They like killing. And they've brought their abhorrent and shameful activities here, back to America, where they help carry out what can only be described as "hits", they use military means, weapons not yet approved for use even in war, and they use them against American citizens, with an evil glee of a serial killer, which is all they really are.
• Stolen identities? Hacking? Introduction of harmful viruses into our grids? Look to them.
• Large groups of Americans from all over the country, all sharing the same complaints, reporting same crimes, strange behaviors from neighbors, co-workers, entire social circles turning hostile on an individual, but occurring to THOUSANDS of people over past twenty years... all accomplished by employees and minions of lunk-headed killers.
One could end up on their list by simply giving a truthful but negative review of a company, making enemy of a bullying cop, not supporting Trump, etc. it's gone rogue and rampant and it is several large steps toward changing our whole type of government from a DEMOCRACY which protects free-thinking, civil rights, due process of law, into one of randomness, chaos, and fear. Private security companies do NOT represent American values abroad, they unapologetically do abhorrent things to innocent people in other countries, bringing embarrassment and shame to America. Companies like Blackhawk, etc, but now, locally, in cities and towns across our nation, they are committing crimes on innocent people, selected via garbage science as people who might some day escalate into violent beings (the fact that NONE have ever done so despite now enduring torturous treatment at hands of "security" people escapes their idiot minds), or others selected because some "authority" person wanted revenge or to frighten someone they dislike.
These are Targeted Individuals. They are intelligent, innocent, loyal Americans, far better people than the uneducated "security" personnel harming them.
Why is this happening? For the last 4 years, after having become victim to the VERY REAL, very unjust, very secreted, protocol, of which it's routine "tasks" created a group of Americans called "targeted individuals", often dismissed or laughed at when they came forward with complaints of intense surveillance, listening/video devices in homes, harassment and stalking 24/7, phones/Internet hacked, finances hacked, slandering, specific similar illnesses, audio "hallucinations" (actual sound interpreted by brains but caused by use of electromagnetic "tools" commonly used abroad by our military, used to frighten , convince terrorist sympathizers in ME to tell locations of hidden-away enemies of America), I am certain most of the coercion of the large numbers of locals needed encircle victims in hostility, giving illusion of being universally disliked because of whatever slanderous lies were spread, is implemented and maintained (the activities described above do not stop EVER, so require constant enthusiasm, bigger lies, new and stronger disdain) by the PROFESSIONAL PRIVATE SECURITY INDUSTRY, the second biggest employer of Americans in the nation, having many levels of strong-arming at their fingertips.
And lots of elected officials are aware of this. I believe they've been convinced it's a method of curbing unwanted behaviors in society, but it's actually the way a military type dictatorship is going to take root. Likely with people like Eric Prince at the helm.

From the reactions, the changes in behavior of nearby troublesome sorts, I'm correct about level of influence of the "SECURITY" Industry on the targeting program.
