@PhilippineStar How could you not included those senators in jail? They're not convicted yet and beside they're voted by the people nationwide. You don't have the right to interpret what is written in the constitution. It stated 2/3 of all members setforth. It's not 20, nor 23 but totalled 24!

@EL_FlLIBUSTER0 The constitution simply 2/3 or equivalent to 0.6667 in decimal, so entire national member elected in PHL senate are 24 not 20 nor 23! The 24 member of the Senate emphasized " all member" not present, so therefore if you convert to numeral that would be 0.6667*24=16, so simply 16!
