Maybe the most straightforward version of a carbon "tax" might simply be not permitting any government investment into industries that would otherwise be subject to some form of carbon pricing—I'm sure we must already see those decisions happening.

Thus, rather than a disincentive, we simply withhold incentives. There's lots of manifestations, but, at the end of the day, the primary focus of a business is sustainable and growing revenue and net profit—not improving their impact on the climate
