UN Special Rapporteur expresses concern over the destruction and appropriation of Armenian historical and religious sites by Azerbaijan.
In the communication addressed to Azerbaijan, the UN Special Rapporteur on cultural rights, Alexandra Xanthaki, expressed concern about the “ongoing pattern of destruction and appropriation of Armenian historically, culturally and religiously significant sites and objects of religious, historical and cultural importance.
She expressed particular concern over the “allegations that the combined attacks to people, monuments and symbols, the falsification of the historical narrative and erasure of place names and the negative discourses about Armenians may amount to cultural cleansing and will have a profound negative impact on the possibilities to restore lasting peace in the region.”
UN Special Rapporteur underlined that “the International Court of Justice, the European Parliament, and the Council of Europe have all expressed concerns about a developing narrative in Azerbaijan promoting a ‘Caucasian Albanian’ heritage to replace ‘Armenian’ cultural heritage and the revisionist tendency negating Armenian cultural heritage and presence. “The vast majority of experts in the region’s art, architecture, and archaeology have all rejected the revisionist claims as false,” she said.

BREAKING: Another Unlawful Construction Incident in the Armenian Quarter of Jerusalem.
Following XANA Capital’s illegal encroachment activity just three days ago, George Warwar’s [Director of XANA Capital] employees destroyed yet another section of the wall which belongs to the Armenian Patriarchate of Jerusalem.
A group of Armenian civils and clergy gathered on site in order to block the rampant bulldozer from further damaging the wall.
Upon being informed, Bishop Koryoun, the Real Estate Director of the Patriarchate, accompanied by lawyer Mazen Qupty, rushed on scene and demanded the removal of the bulldozer.
The following day, the bulldozer was operating on site yet again amid the outraged Armenian community.
Due to the increase in illegal activities with total impunity, @SavetheArQ, a newly-established movement, tasked with the defense and preservation of the Armenian Quarter of Jerusalem, in collaboration with the Tatoyan Foundation and Kerkonian Dajani LLP, with the financial support of philanthropist Jack Youredjian and others, launched legal proceedings to reclaim what rightfully belongs to Jerusalemite Armenians. Their statement reads as follows:
“On October 30, 2023, our legal team initiated legal action against Xana Gardens, an Israeli development company, the Jerusalem Municipality, the Armenian Patriarchate, and other defendants concerning the Goveru Bardez matter. This case is currently pending in Israeli courts. Although we intended to file the case earlier, the dire regional situation delayed the process. Similar actions were also taken against relevant parties in foreign jurisdictions.
The legal filing addresses critical concerns related to the significant property located in the Armenian Quarter of the Old City. Its primary objective is to secure essential access and usage rights for members of the Armenian community.
It is worth noting that, according to credible sources within the Patriarchate, a cancellation letter was sent to the development company. The success of this endeavor can be attributed to the Save the ArQ movement, which exerted immense pressure on the Patriarchate to annul this controversial agreement. This achievement was the result of six months of weekly protests, the suspension of recognition by Jordan and Palestine, international media coverage, and support from various Armenian institutions, organizations, and benefactors. Furthermore, the Armenian legal team's involvement enabled the retrieval of the contract and other pertinent information from third parties, leading to the engagement of a local team of professional lawyers for the preparation of legal cases.
Once again, the movement has demonstrated its effectiveness and commitment to safeguarding the rights of the Armenian community and preserving the Armenian Patriarchate, Quarter, and presence in the Holy Land.
Yesterday's unity, between the community and clergy members in stopping the illegal construction of the development company proved that the only way to succeed is by joining forces. We therefore urge the Patriarchate to closely collaborate with the community and the movement to address this crisis as a unified front.
Our struggle is just and we will fight till the end!”
