It was never caulked to begin with. You clearly are just criticizing and have no idea what the history is, what the issues have been that have plagued it for over 100 years, the efforts to clean it, seal it, deal with its engineered massive expansion and contractions it goes through, what any construction project has as contingency for unforeseen issues, which almost all projects have. Which is why I point out the valiant 2 year $35 Million dollar rescue act project that brought us to this point that was deemed a complete failure, and why the National Park Service has given up, and sent a budget request to the Department of the Interior for $400 million to do a 3 year project to completely tear it out and replace it.
I personally think you're high on reading the $2M budget, as the liner was $10M, with adding sandblasting the filthy sidewalks while the rig was there and the Park Service dealing with the algae has risen the overall cost to $16M, which the $6M would have always been there, it just might have been buried in the Park maintenance budget and your little Never-Trumpsr eyes would never have seen it.

Well you appear to be a very ignorant construction manager on the project you're managing. The Lincoln Memorial Reflecting Pool, not only has a long history of issues that have to be taken into consideration when the project is taken on, such as 102 years ago it was built using 102 your old technology over a swamp, and that it has always struggled with it falling into total disrepair during the GWB administration, which is why the Obama administration included a two year, $35 million dollar project to shore up and underpin it to try to stop it from leaking, and replace the piping and filtration system to try and rid it of the constant algae bloom issue, but as soon as they finished work, it continued to leak and the algae come right back. It has slowly receded back into a swamp since 2012 and it stunk like it too.
The other thing you get wrong in your procedures is that the first thing contractors had to do way pull 14 dumpster loads of stench out of the pool before they could start. Then spray it down, then sand blast it, then caulk the joints, then install the liner, then paint the color.
The bloom seems to be under control at this point, but they say they are now going to drain it to do the repairs, and then refill it.

Like when entering federal buildings such as the federal courthouse here in Las Vegas where Sen Cortez-Masto's office is, or even campaign events must produce ID to enter, then there's the standard TSA, when you get pulled over by the cops, the Liquor Store or buying any age restricted item, e.g. smokes, spray paint, etc, and then there's opening bank accounts, applying for jobs, and visiting certain local facilities (e.g., Las Vegas-Clark County Library)
That's just the ID part.
What SCOTUS ruled in the motor voter case is that the form that allows a person to self identify as a citizen by checking a box can't be questioned because that's how the legislation was written, that if Congress wanted to close that loophole they needed to do it through legislation. The SAVE America Act is that legislation that provides for verification of applicant's citizenship status!

Anyone can come to Nevada stay in comfort, do a little gambling, make an appointment to murder their baby, then go back to their hotel and rest up, before catching a show, do some more gambling, maybe get a message, go to a buffet, before flying home leaving their dead kid behind in Nevada to be chopped up and sold for parts to the highest bidder!
