The Constitution does indeed make Vice President JD Vance the President of the Senate. He may preside over Senate proceedings and cast a vote when the Senate is equally divided. �

But that does not make him Senate Majority Leader or give him the power to replace John Thune. Majority Leader is a party leadership position chosen by the senators of the majority party. The Senate currently separately lists Vance as President of the Senate and Thune as Majority Leader. �

The John Adams part is where the claim gets misleading. Adams really did regularly preside over the Senate as vice president. In fact, early vice presidents were expected to do so. But Adams was not Majority Leader; that position didn't exist then. �

Most importantly, having Vance sit in the presiding officer's chair wouldn't allow Republicans to simply "ram through" legislation. The existing Senate rules, including cloture requirements and other procedural rules, would still apply. The presiding officer doesn't get to disregard those rules simply because he's the vice president. Senate precedents can also be appealed to and ultimately decided by the Senate itself.
