Thanks to inaction from the government and the lack of control on Natural England there are 1000s of homes that can’t be built creating more house price pressure in the SW!

The owner of the random may not want to sell or may want 1/3 development value (stoke v Cambridge) making the scheme unviable. I can’t see how it could be enforceable and hence would it not fail NPPF para 55?
