In my simple understanding:
It is becoming increasingly clear that India's intelligence network is significantly lacking in effectiveness. Although reports and inputs exist, the authorities have been unable to verify them on the ground. It's obvious that armed infiltrators will not openly parade in front of security forces; instead, they blend in with local populations, coordinated by those within the community who are actively waging war against the indigenous people. Since 1962, despite having reports of continuous waves of refugees, we have been unable to identify anyone on the ground. Nearly all of these incoming populations have integrated with those already present, making it difficult to completely dismiss the possibility of infiltration, even if police claim otherwise.

We cannot ignore the possibility that the Indian government might be playing a psychological game with the rogue elements within the community. The state's use of proxies to carry out hidden agendas remains a very real concern. It is vital that we remain extra vigilant, especially in the interior hills, where law enforcement is weak, and vigilance is practically nonexistent.

It is important to remember that armed infiltrators will remain hidden until they engage in combat. We were informed that, in the past, the state recovered the bodies of infiltrators dressed in lungis from Serou, but strangely, these bodies were missing when brought to the morgue. This inconsistency raises serious questions about the handling of such sensitive matters.
