@jbrains Also, you can adjust the opacity of the circle shape to more easily find the sweet spot/size.
Then you would Ctrl/Super + Click the circle to form a selection around it, select the initial layer, then use the inverse selection technique @shai_rezik mentioned and hide circle layr
@jbrains Another option, use the ellipse shape tool to create your circle (holding shift as you drag to maintain circular dimensions). This should create a layer with the shape on top of the initial picture's layer.
Then you can reposition/resize the circle.
