- call local PD and open a case for stolen/fake plates (good to have a paper trail, do this as soon as you get the violation)
- download full res image from fastrak violation; open in img editor and play with the levels to identify plate/car

I had luck using the online violation dispute (choose “not my vehicle or plate”)
It stopped happening after the third or fourth time. I think they flagged the plate in their system for review
