For the urgent attention of Hon'ble Minister for @tnhrcedept Shri @RameshOffcl :

Please see the attached Tender Notice calling for "Consultancy Service" - at a cost of Rs.2.5 Crores-
Consultancy is regarding providing basic services to devotees and development works at Sri Balasubramania Swamy Temple, Andarkuppam, Tiruvellore District.

The following questions arise for the consideration of Shri @RameshOffcl :
1. At a consultancy rate of 1.25% would not the project cost be around Rs. 200 Crores?
2. From the HR&CE Website it is clear that the last updated audited accounts for the temple is 2013-2014. Why there are no audited accounts available after that?
3. There are about 1052 audit objections involving Rs.38 + lakhs unresolved from 2013. Why are they unresolved/unrectified ?
4. The income of the temple for 2013-2014 (audited) is only Rs. 34.64 lakhs. The expense for that year is Rs.38.07 lakhs - How can this temple get funds for a project of Rs. 200/- Crores?
5. What is the actual cost of the proposed project? If it is less than Rs. 100/ Crores why pay such huge consultancy cost of Rs. 2.5 Crores?
6. Can the @tnhrcedept publish in the interest of transparancy the following:
(a) the trustee resolution for this consultancy proposal and the project proposal
(b) source of funds for the consultancy service cost and the proposed huge project
(c) Govt Order issued approving Rs. 2.5 Crores consultancy service charge
(d) Commissioner's letter to the Government seeking G.O. approval for 2.5 Crores Consultancy service charge
(e) Why accounts abstracts after 2013-2014 have not been published for this temple in the Dept website?
(f) If 1052 audit objections have not been rectified since 2013, can they embark on a fresh huge project?
(g) Why there are no certified statement of current financial standing, revenue surpluses, or liquid reserves?

(h) Were these proposal for Consultancy Service and the proposal for huge development costs planned when Mr. Kumaragurubaran IAS was the Religious Endowments Secretary after TVK Govt came to power? Or were these proposals planned when the Government was run by DMK and the temple deposits were looted?

(i) If the @tnhrcedept official are useless in designing proposals for devotee facilities and they need to engage Consultants at exorbitant costs, why keep them in Temple administration?

It is definitely a big blow to the family. Not many people understand , we mock people who get arrested , but fact remains that the family goes through hell. In our society , nobody is ready to understand or accept a person who goes to prison for mere expression of views. They are ostracised by the relatives . Every time the bell rings at the door , folks in house get nervous. Maybe the whole act of swooping down on people at odd hours is designed to shake the confidence and silence dissent. And it’s a heavy price that families pay. Hope and wish someday all of this will change.
