This is unfortunate. It is against the basic rules of tendering to prequalify a bidder you have never worked with before then proceed to award multiple projects at once.

You first give me a job and when impressed with my delivery,consider for the next. Adani is even prequalified through the backdoor.

I agree that with our current fiscal contraints,PPPs are the way to go.

However, point of correction, Kenyans now understand PPPs well enough. When they say their assets are being sold,it not literal but its to mean sovereignity is being surrendered.
