ยฃ5bn of *further* cuts to public spending would be devastating.
Labour has to be clear: they will not implement these cuts. Either break/change the "fiscal rule", or raise taxes on the richest. Or both.
This is a bare minimum. Hard to justify Labour vote without it.
When people look back at history and say how did they allow XYZ to happen.
