The Crude Oil Supply Agreement would have to be with the proposed investor & the oil companies. However, there is statutory protection for any investor in the refinery. A guarantee of the petroleum to be supplied to the refinery has been codified in the law and does not depend on the good will of any businesses. Govt is allowed to compel the oil companies to provide the 60k barrels to the refinery under S.30 (1) of the EACOP Act which allows the state to compel the upstream players (@TotalEnergies @UNOC_UG and @CNOOCUgandaLtd ) to deliver "reserved petroleum" for domestic use. The Act defines reserved petroleum as petroleum from Ugandan oil fields that shall be "supplied to the refinery to be developed in Uganda in an amount determined by the refinery not exceeding 60,000 barrels per day ...".. the Hon @KiryowaKk and messers @pmuliisa21 @SsekatawaAli and @MuwooyaMuwooyaI can explain if I am mistaken.
