Breaking: The NBA has ruled the Clippers circumvented the salary cap involving Kawhi Leonard, stripping the franchise of five first-round picks and fining owner Steve Ballmer $30 million, sources tell @ShamsCharania.

Ballmer, Lawrence Frank and Gillian Zucker have also been suspended. Leonard must pay $700,000 in restitution for improper benefits, but will not be suspended and his contract will not be voided.
