This is the nail in the coffin. Roche was right all along. Leo here is telling Coakley, Cordileone, Burke, etc. that the Novus Ordo is normative and that the TLM is a thing of the past.
And Leo does this by invoking 1970s talking points about attendees being mere 'spectators' who aren't participating. I imagine he has never even attended a Latin 'Extraordinary Form' Mass.
