🚨EXPOSED: How China and US nurtured NSCN-IM's Terror Empire through a Deep Network of Arms, Finance, Intel and Santuary. 🧵

●Up Until 1971, the United States provided significant arms, finance & intelligence support to the NSCN.
China's direct support to separatist outfits in India's Northeast began in the mid-1960s after a batch of Naga National Council (NNC) cadres, led by NSCN-IM's Muivah went to Yunnan in southwestern China. This marked the start of a long-standing relationship involving training, ideological exposure & later Weapons assistance.

●Early and Revived Arms Deals with China:
The NSCN-IM clinched its first major arms deal with the Chinese Government in 1994. The consignment was offloaded at sea near Bangladesh's Cox's Bazar & then transported overland to Northeast India.

■Anthony Shimray, a senior NSCN (IM) leader & chief arms procurer, was personally involved in this and subsequent deals. He first visited China in 1994 for a joint arms procurement with the NDFB.

■A notable NIA chargesheet against NSCN-IM's Anthony Shimray detailed deals, including a 1996 purchase of 1,800 weapons from China & later attempts to procure more.

■In December 2009, during negotiations in Chengdu, Chinese agents linked to intelligence agencies offered the NSCN (IM) Surface-to-Air missiles (SAMs) along with training, at a price of approximately USD 1 million.

■In 2010, Shimray's arrest & interrogation revealed plans for another major arms shipment. Two Chinese arms companies were to receive USD 1 million for supplying weapons to NSCN & Meitei Terrorists.
The arms were to be shipped from the Chinese port city of Dalian, transferred at sea & routed via a land corridor in northern Myanmar, with delivery targeted for October–November 2010. Indian authorities traced a related transaction of around USD 1 million to a Chinese state-linked company called Norinco (China North industries Corporation).

■As recently as 2025, H.S. Ramsan of the NSCN (EF) continued to refer to the Chinese as "our ally" in a formal communication addressed to the NSCN-IM leader, Th. Muivah, signaling a persistent geopolitical alignment.

Delhi University’s Betrayal of Free Speech: The Unjust Silencing of Dr. Seilen Haokip

Academic institutions are meant to be bastions of free speech, spaces where diverse perspectives engage in open debate. However, Delhi University’s recent actions at the DU Literary Festival have shown a disturbing pattern of suppression. The removal of Dr. Seilen Haokip, a spokesperson for the Kuki-Zo community, from a panel discussion without prior notice is not just a personal insult but a broader attack on academic freedom and democratic values.

A Stacked Panel—Yet Haokip Was Silenced

Dr. Haokip was set to speak on a panel where he would have been the sole voice defending the Kuki-Zo community against three well-known figures with strong RSS and Meitei nationalist leanings—Rajat Sethi, Abhijit Chavda, and Lt. Gen. Konsam Himalay Singh. Even in this uneven battle, DU saw fit to remove him, ensuring that the conversation remained one-sided and completely dominated by Meitei sympathizers.

The real question is: *Who pressured DU to silence Dr. Haokip?* Why was he not informed of his removal until he had already arrived at the campus? If this was an honest decision, why the secrecy?

The Pattern of Suppression

This incident is not an isolated one. Since 2022, academic freedom in Manipur has been under attack, with censorship imposed on research and publications under the Biren Singh government. Now, the same suppression seems to have reached the national capital, with Delhi University following the same script—erasing minority voices while giving the majority full control over the narrative.

The decision to exclude Dr. Haokip sends a chilling message: DU, once considered a beacon of independent thought, is now bowing to majoritarian pressure, whether from RSS, BJP, or Meitei nationalists.

A University’s Duty Is to Defend the Oppressed, Not the Powerful

A university should be a place where the oppressed find a voice, not where the powerful dictate who gets to speak. If Delhi University and @dulitfest cannot uphold basic principles of free speech, then they have no right to host such literary events in the first place.

Dr. Seilen Haokip’s exclusion is not just about one speaker being removed from a panel—it is about the broader erosion of democracy, the silencing of an entire community, and the transformation of an academic space into a tool for political control.

This is a wake-up call.
If institutions like Delhi University allow themselves to become mere extensions of ruling ideologies, they cease to be universities at all. Instead of fostering critical thought, they become factories of subjugation—serving the interests of those in power while crushing dissent.

Delhi University must answer for its actions. Silence is complicity, and this time, DU’s silence speaks volumes.

Mr. N BIREN SINGH’S FOLLIES, FOIBLES AND TRIUMPH

04/KIM/PR/21-85: Condescension, Intimidation and the Ethnocentric-concept of Manipur state
fuelled the Meitei violence against the Kuki-Zo people in Imphal on 3rd May 2023: Churches and
houses were vandalised, looted and burnt; women were raped and killed, daily wage earners in
Meitei localities were lynched, and hapless passers-by bludgeoned to death on the main roads.
Outcome: demographic and geographical segregation following the exodus of Kuki Zo and Meitei
communities – the former to the hill, the latter to the valley. The status quo is reinforced by
emotional and psychological separation owing to continued offensives from the radical Meitei
groups, and persisting state-sponsored hegemonistic exercise for the last eighteen months. All this is
daylight robbery, which the state Media fails to hide.

FOLLIES:
1.State-sponsored genocide: N ⁠ Biren Singh, CM Manipur, neither prevented the violence nor its
escalation. Instead, the State Forces (SF) led the Meitei radicals in the rampant attacks on Kuki-Zo
settlements in the valley. In subsequent days, SF continued to lead offensives on hundreds of Kuki-
Zo villages near Meitei settlements, bordering the valley districts. Hence, the infamous statement:
State-sponsored genocide.

2.⁠ Suspension of Operation SoO, the path to dialogue and peace: The Union Home Minister
appointed Advisor Northeast to engage in political dialogue with tripartite Suspension of Operations
groups signed in 2008 by KNO and UPF, and the Government of Manipur to negotiate an amicable
settlement within the Constitutional framework. Based on alleged ground rules violations, ⁠⁠⁠in January
2024 Shri. N. Biren Singh and the state Cabinet abrogated the Tripartite Suspension of Operations
agreement signed for peace and political dialogue. As head of state, he forgets, that permitting
Security Force/SF to attack the Kuki-Zo settlements is a gross violation of SoO ground rules, not to
mention the abject violation of the institution of the state and Constitutional norms.

FOIBLES:
1. MLAs: ⁠Presumably at the Union Home Minister’s (UHM) behest, Biren Singh attempts to make
peace with the Kuki-Zo MLAs, but fails to tell the truth that he spoke only to one or two, not all ten.
Peace Mission failed miserably.
2.⁠⁠ Saibol village &Buffer Zone: Following the onset of the conflict, the UHM established the
“Buffer Zones” between the Kuki-Zo and Meitei-dominated areas to maintain peace or “the absence
of violence.” Contrary to UHM’s deliberation, Biren Singh ordered IG CRPF and DGP on 27th
December 2025 for troops to be deployed -amidst protests of the village folks -at Saibol village,
which Meteis relentlessly attacked from 24th December onwards. If the intent was to maintain peace,
the orderly thing to do was contain the perpetrators in the Buffer Zone.

TRIUMPH:
1.Head of state: Biren Singh rallied like-minded ethnocentric Meitei radicals against Kuki Zo and
successfully received an endorsement to remain head of state.
In a fit of remorse, Biren Singh announced regret on New Year’s Day for the CRPF and BSF's brutal
action against Kuki Zo women protesters at Saibol on the last day of 2024. To be seen as sincere and
fair, he must immediately withdraw the precipitating deployment from Saibol village and beef up the
Buffer Zone for the safety of both the Kuki and Meitei communities.
