Three things you need to know about ‘Genocost’
🔴President Felix Tshisekedi’s regime has, since August 2023, promoted a narrative that the Democratic Republic of Congo (DRC) has endured three decades of horrific violence, during which millions have been displaced, civilians have been massacred, women have been subjected to systematic sexual violence, villages have been destroyed, and natural resources have been plundered. But there is a difference between documenting atrocities and establishing a legal conclusion.
🔴That distinction is increasingly being blurred by “Genocost”—the politically powerful idea that the DRC has suffered a genocide driven by the economic exploitation of its natural resources. Tshisekedi’s regime is now campaigning for international recognition of the concept.
🔴But “Genocost” is being promoted politically as genocide before it has been established judicially as such. Behind the emotionally potent slogan lie three uncomfortable realities.
🔴“Genocost” is a political label lacking a legal foundation. Genocide is not a synonym for mass killing. Under the 1948 Genocide Convention, it requires specific intent to destroy, in whole or in part, a national, ethnic, racial, or religious group as such. That requirement is what legally distinguishes genocide from other monstrous international crimes.
