Subject: Representation seeking immediate intervention to restore transparency in KPSC recruitments and to entrust forthcoming recruitments to UPSC or an independent agency.
Respected Sir/Madam,
We respectfully submit this representation expressing our grave concern over the persistent allegations of corruption, nepotism, abuse of official position, procedural irregularities and lack of transparency in recruitments conducted by the Karnataka Public Service Commission (KPSC).
In recent years, almost every major recruitment has been embroiled in controversy, resulting in repeated litigation before the Karnataka High Court and the Karnataka Administrative Tribunal, cancellation of examinations, translation errors, arbitrary procedures, and serious allegations of manipulation in the selection process. Most recently, allegations have surfaced regarding the selection of the daughter of the serving KPSC Chairman through the use of an allegedly false income certificate and abuse of official position. There are also allegations of illegal gratification and misuse of authority in connection with recruitment processes. These allegations, if left unaddressed, strike at the very foundation of public confidence in constitutional institutions.
Lakhs of deserving candidates dedicate years of hard work to secure public employment. They deserve a recruitment process that is transparent, impartial, and beyond suspicion. The continued erosion of confidence in KPSC has created a widespread perception that merit alone is no longer sufficient to secure public employment.
In these extraordinary circumstances, we earnestly request the Government to:
1.Order an independent inquiry into the recent allegations concerning KPSC recruitments.
2.Conduct a comprehensive audit of recruitments where serious irregularities have been alleged.
3.Initiate stringent action against all persons found responsible after due investigation.
4.Entrust forthcoming 400 posts KAS recruitment notifications to the Union Public Service Commission (UPSC) or another independent and credible agency until public confidence in KPSC is fully restored through institutional reforms.
We sincerely hope the Government will take immediate steps to restore the credibility of the State's recruitment system and protect the aspirations of lakhs of deserving youth.

ಬಾಯಿ ಮಾತಲ್ಲಿ “8000 ಪೊಲೀಸ್ ಕಾನ್ಸ್ಟೇಬಲ್ ಹಾಗೂ 600 ಪೊಲೀಸ್ ಸಬ್ ಇನ್ಸ್ಪೆಕ್ಟರ್ ಹುದ್ದೆಗಳನ್ನು ಎರಡು ದಿನದಲ್ಲಿ, ಒಂದು ವಾರದಲ್ಲಿ, ಒಂದು ತಿಂಗಳಲ್ಲಿ ಭರ್ತಿ ಮಾಡುತ್ತೇವೆ” ಎಂದು ಹೇಳುವುದರಿಂದ ಮಾತ್ರ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷಾರ್ಥಿಗಳ ನಂಬಿಕೆ ಸಿಗುವುದಿಲ್ಲ.

ಇಂದು ಸಾವಿರಾರು ಯುವಕರು ವರ್ಷಗಳಿಂದ ಸಿದ್ಧತೆ ಮಾಡಿಕೊಂಡು, ನಿರೀಕ್ಷೆಯಲ್ಲಿ ನೊಂದು ಬೆಂದು ಕೂತಿದ್ದಾರೆ. ಅವರ ಸ್ಥಿತಿ ಕೇಳುವ ಮಟ್ಟದಲ್ಲಿಲ್ಲ. ಕೇವಲ ಭರವಸೆ ಮಾತುಗಳಿಂದಲ್ಲ, ಅಧಿಕೃತ ಕ್ರಮಗಳಿಂದ ವಿಶ್ವಾಸ ಮೂಡಬೇಕು.

ಮೊದಲು ನೇಮಕಾತಿ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿ. ಸ್ಪಷ್ಟ ವೇಳಾಪಟ್ಟಿ ಪ್ರಕಟಿಸಿ. ನಂತರ ಮಾತಾಡಿ. ಸರ್ಕಾರದ ಮಾತುಗಳಿಗೆ ತೂಕ ಬರಬೇಕಾದರೆ ಕಾರ್ಯರೂಪವೇ ಮುಖ್ಯ.

As a constitutional body, the KPSC is expected to operate with complete honesty and strict security. However, its ongoing failure to protect the exam process from cheating highlights serious weaknesses in how it is run. The lack of basic modern technology, poor data security, and careless management make it too easy for bad actors to manipulate the system. When the very institution meant to test candidates becomes suspicious, it puts the entire future of the state's administration at risk.

The blame does not fall on the KPSC alone; the government also shares responsibility for its lack of strong action. Fixing these deep-rooted issues requires more than just temporary investigations or suspending a few officials. It demands real changes to the law and how things are run. The government's hesitation to bring in strict anti-corruption rules or create a completely transparent system allows these cheating networks to survive. True good governance means having zero tolerance for recruitment fraud.

The biggest victims of these repeated failures are the lakhs of honest students who suffer massive emotional and financial stress. For many young people from middle-class and poorer backgrounds, passing these exams is their only hope for a better future and a stable career. Realizing that their years of studying, sacrificing, and hard work might be ruined by a rigged system leaves them feeling angry and hopeless. It is deeply unfair to maintain an environment where money or connections matter more than actual intelligence and effort.

To bring back trust in the public service hiring process, we need real, permanent changes rather than quick fixes. The KPSC needs a complete overhaul to match the strict, reliable standards of the UPSC (Union Public Service Commission). This means using end-to-end digital security and reducing human involvement in handling exam papers. Furthermore, the government must quickly and severely punish anyone caught running these scams to set a strong example. Only through total transparency and strict accountability can the state protect the future of its youth.
