The latest update marked the first-time inclusion of major Chinese corporations like e-commerce giant Alibaba, automaker BYD, biotech firm WuXi AppTec, and telecom manufacturer Zhongji Innolight.
The Pentagon justified these additions by citing the companies' direct ties to China’s State-owned Assets Supervision and Administration Commission and its Ministry of Industry and Information Technology.
Several newly listed companies, including Alibaba and WuXi AppTec, have since filed federal lawsuits challenging their military-linked designations, while BYD has publicly threatened similar litigation.
In response to the expanding blacklist, major lobbying players like MO Strategies, BGR Government Affairs, Brownstein Hyatt Farber Schreck, and Greenberg Traurig filed paperwork terminating their representation of Alibaba.
BYD's registered lobbyist and North America communications director, Frank Girardot, also formally terminated his lobbying relationship with the automaker on the day the new rules took effect.
The lobbying freeze additionally impacted previously listed companies, with MO Strategies, Brownstein Hyatt Farber Schreck, and Hogan Lovells severing their ties with the Chinese tech conglomerate Tencent.
