Professor Tukur Mohammed Baba has exposed the most frightening part of the alleged fake agency scandal: this may not have been created by political amateurs operating from the roadside. It may have been designed by people who understood the government system well enough to manipulate it.

That is the real scandal.

If a similar office existed under the Buhari administration and was later repackaged by simply adding the word “Presidential,” then APC has serious questions to answer.

Was there a budget defence?

Who appeared before the National Assembly?

Who presented the agency’s mandate?

Who verified its legal status?

Who inserted the allocation?

Who signed the documents?

Who approved the funds?

And how did every checkpoint suddenly become blind?

This is not an ordinary administrative mistake.

You do not casually create an agency, attach the Presidency to its name, secure a huge budget allocation and pass through government processes without people inside the system knowing what they are doing.

If that happened, then Nigeria is dealing with either shocking incompetence or organised manipulation from within government.

Neither option is comforting.

APC has ruled Nigeria for years while constantly preaching integrity, transparency and anti-corruption. Yet under the same party, citizens are now hearing stories of questionable agencies, suspicious allocations, budget controversies and offices whose legitimacy became clear only after public outrage.

What exactly is APC governing?

A country or a maze?

A serious government should know every agency under its authority. A serious National Assembly should verify every institution seeking public funds. A serious Budget Office should not release money because an official-looking letterhead carried the word “Presidential.”

This is why Nigerians are angry.

The poor are told there is no money.

Workers are told to sacrifice.

Families are told to endure hunger.

Students are told to manage.

But inside government, billions can reportedly find their way toward questionable structures that nobody seems able to explain properly.

Then everyone suddenly becomes surprised.

The Presidency is surprised.

Lawmakers are surprised.

Officials are surprised.

APC is always surprised by scandals happening under its own roof.

Professor Baba is right to ask how nobody noticed something fundamentally wrong during budget defence.

The answer is either that nobody was paying attention or that the right people knew exactly what was happening.

The investigation must not end with press statements.

Publish the documents.

Name those involved.

Explain the budget process.

Recover every kobo where wrongdoing is proven.

Punish the officials who failed in their duty.

APC cannot continue running Nigeria like a crime scene where everybody arrives after the evidence has disappeared.

Buhari tried to save Elrufai, but Elrufai was so busy with his own philosophy that he didn't understand his political leader.

When Buhari and Emefiele mischievously introduced the Naira redesign policy, they did it with the understanding that Tinubu already had enough old currency to sponsor himself in the election.

So, they wanted to cripple the financial freedom Tinubu had.

Guess who mobilized other Governors to question that policy?

It was Elrufai, through the landmark case of Attorney General of Kaduna State & 15 Ors v. Attorney General of the Federation (2023) LPELR-60143.

When the former APC Chairman, Adamu Abdullahi, and Buhari wanted to play a fast one by using Ahmed Lawan as the APC consensus candidate, it was still this same Elrufai who mobilized other northern Governors to block that move.

Even at Chatham House, when Tinubu was being asked critical questions, the same Elrufai stepped in and came to his rescue.

Looking back today, it is difficult not to see the irony.

Buhari is no more, and Elrufai is now dancing to the same music whose stage he helped to set.

Perhaps if Buhari were still alive, he might have intervened.

But fate has decided otherwise. Now, Elrufai is left to keep dancing to the tune of the very music he helped compose.

THE NAME DID NOT COME FROM NOWHERE

Everyone is focused on Adeyemi the man. Nobody has gone back to ask where the name "Presidential Economic Advisory Council" actually came from. I did. And the answer changes this entire story.

The Presidential Economic Advisory Council is not a Tinubu creation. Tinubu's economic body is called the Presidential Economic Coordination Council. He established it in March 2024, inaugurated it in July 2024, and chairs it himself alongside Dangote, Elumelu, the Senate President and the Governors Forum Chairman. It has a different name, a different structure and a different budget code.

The Presidential Economic Advisory Council is a creation of Buhari. Buhari established it in September 2019 to replace the Economic Management Team that Osinbajo was heading. It had real named members. Prof. Doyin Salami as chairman. Charles Soludo. Bismark Rewane. Eight economists reporting directly to the President with a defined mandate and a legal institutional identity.

When Tinubu came in and created the PECC in 2024, the Buhari-era PEAC was never formally dissolved. No gazette removing it. No Budget Office circular revoking its institutional identity. It simply went dormant. But dormant in Nigeria's government system is not the same as deleted.

That dormant status is exactly what was exploited.

[1] As of October 1 2026, Nigeria’s six geo-political zones will become official and constitutional organs of government. This means that there will be four tiers of administration in Nigeria - Federal, Zonal, State and Local governments

[2] Nigeria will have six geo-political zones, with each being made up of seven states. Our constitution will prohibit the creation of any more states after these 42

[3] As part of this restructure, we will abolish the federal allocation regime and replace it with resource control under which states will remain the federating units. Revenue distribution will be as follows - States: 50%; Federation account: 20%; Geo-political zones: 15%; National trust fund: 15%. We shall gradually migrate towards this to achieve our targeted goal by 2040

[4] Geopolitical zones will be responsible for maintaining regional police forces to augment the activities of the Nigerian Police Force

[5] Each geopolitical zone will be constitutionally obliged to generate, distribute and transmit electricity within its domain

[6] Every year, the chairman of the geopolitical zone will rotate among the six governors within it. A chief executive will be appointed to manage what will be a civil service structure

[7] Ultimate authority for the governing of each geo-political zone rests with the committee of governors. There will also be committees of commissioners to deal with matters such as education, health, housing, transport, security, etc

[8] Each geopolitical zone authority will be responsible for secondary specialist healthcare. They will build specialist hospitals in areas such as oncology, HIV/Aids, renal failure, dementia, reproductive health, dermatology, etc
