China's State Council has issued guidelines on providing basic public services based on where people actually live, rather than the location of their household registration (known as "hukou"), in a move aimed at meeting public demand and advancing urbanization.
The guidelines cover a broad range of services. Cities will be encouraged to extend public rental housing to non-registered residents with stable employment, while restrictions on employee social insurance participation will be fully lifted regardless of hukou status. The guidelines also call for gradually extending basic public services, including child welfare, elderly care, social assistance and disability support, to residents without local household registration, while easing household registration restrictions.
The initiative comes as China now has 250 million people living in urban areas without obtaining local household registration, including 170 million rural migrant workers and their family members, said Zheng Bei, deputy head of the National Development and Reform Commission, at a news conference on Tuesday.
The hukou system was adopted in the 1950s—alongside the establishment of the planned economy system—for limiting internal migration, especially from rural to urban areas. Under the hukou system, individuals are categorised as either rural or urban residents based on their place of origin and their family's registered hukou status. This classification has far-reaching implications for individuals' access to essential social benefits and opportunities.
Migrant workers who hold rural hukou from their hometowns often struggle to access public services in the cities where they live and work. The government has tried for decades to reform the system.
