Le véhicule principal porte un nom que personne ne connaît : le NDICI, « L'Europe dans le monde ». 79,5 milliards € sur 2021-2027. Un acronyme que personne ne retient, pour un budget que personne ne contrôle. Dedans, 6,36 milliards fléchés vers des programmes « thématiques » : Droits humains et Démocratie, Organisations de la société civile, Paix et stabilité. Traduction : des ONG, des « sociétés civiles », des programmes de gouvernance financés à l'étranger. Exactement le cœur de ce qu'on reprochait à l'USAID.

Et la logique se lit dans les règles : 85 % des actions doivent porter un « marqueur genre », 30 % des dépenses doivent aller au climat. Ce ne sont plus des projets de développement, c'est une idéologie convertie en ligne budgétaire. Au-dessus encore, le Global Gateway : 300 milliards € d'ambition d'ici 2027, la réponse européenne aux routes de la soie chinoises — sauf qu'on n'a ni l'industrie de la Chine, ni ses moyens, ni sa cohérence.

Maintenant, retournez la caméra vers chez nous. UE, janvier 2026 : 13 millions de chômeurs. Chômage des jeunes à 14,7 % dans l'UE, 18 % en France, 23 % en Espagne et en Suède. Près de 2,9 millions de jeunes à l'arrêt. Une génération sur le banc de touche. Une classe moyenne qui décroche, une insécurité qui s'installe, des services publics saturés. Et au même moment, on signe des chèques à « la société civile » de pays qui, le plus souvent, ne nous l'ont pas demandé.

Le problème n'est pas la générosité. C'est l'arrogance. L'idée qu'une administration à Bruxelles sait mieux que les peuples — ici comme ailleurs — où doit aller leur argent. Hayek appelait ça la présomption fatale.

L'USAID est tombée. L'appareil européen, lui, est intact. Plus gros, plus opaque, plus idéologique. La vraie question n'est pas « faut-il aider ? ».
