@walberque@heatherwilly I think the judgement actually makes the case for nuclear deterrence. It’s precisely this paradox that gives strength to deterrence as a conflict prevention strategy. Let’s discuss this further, especially if it’s not clear in the essay.

I'd be grateful for reactions, particularly from @heatherwilly, whose intellectual leadership in this area influences my thinking, and @walberque, my former boss at NATO.
One I wish to highlight in this thread is the need to reinforce the credibility of their deterrence posture. What message do allied governments convey to potential adversaries they hope to deter when they avoid tough discussions about nuclear use?
