The OECD Council has decided to open accession discussions with Thailand, making it the second Southeast Asian country to become an OECD accession candidate in 2024.
The OECD-Thailand Country Programme, initiated in 2018, aims for Thailand to become a high-income country by 2038, focusing on governance, transparency, competitive business conditions, and inclusive growth. Renewed in 2023, the Programme added a green recovery workstream to further align Thailand with OECD standards.
Thailand has been an active participant in the OECD’s Southeast Asia Regional Programme (SEARP) since 2014, co-chairing with Korea from 2018 to 2022.
“With Indonesia and now Thailand, the OECD is engaging with the largest and second-largest Southeast Asian economies,” said OECD Secretary-General Mathias Cormann. “This demonstrates our commitment to strengthening ties with this dynamic region.”
The decision to open accession discussions follows Thailand's formal request in February 2024 and an OECD assessment. A draft accession roadmap will be prepared for the OECD Council's consideration.
The review process will involve over 20 technical committees evaluating Thailand’s alignment with OECD standards. Recommendations for reform will be made to align Thailand’s policies with OECD practices, covering areas such as trade, governance, anti-corruption, environmental protection, and climate action.
There is no set deadline for completing the accession process. The timeline depends on Thailand's ability to meet OECD standards. A final invitation to join will require unanimous agreement from all OECD members.
Prime Minister Srettha Thavisin welcomed the decision, expressing eagerness to work closely with the OECD towards membership.
