Ito ang tinuran ni Dr. Cielo Magno, economic professor at dating Department of Finance (DOF) undersecretary, sa usapin ng pagtaas ng bilang ng mga naghihirap na mga Pilipino sa bansa.
Aniya, nakakaawa na dumarami ang ating mga kababayang naghihikahos samantalang may mga programa naman ang pamahalaan na makatutulong sa taumbayan.
Katulad umano ng Pantawid Pamilyang Pilipino Program (4Ps) kung saan nakikinabang ang mga mahihirap, ngunit imbes na pondohan ng gobyerno ay binawasan pa dahil inilipat sa Ayuda para sa Kapos ang Kita Program (AKAP) at Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD).
Para kay Magno, dapat na binabalangkas ng gobyerno ang mga programa gaya ng 4Ps, kung saan kapag binigyan ng assistance ang mahihirap ay tuloy-tuloy ito hanggang sa panahon na maiaahon sila mula sa kanilang kahirapan.
Pero ito aniyang ginagawa ng gobyerno ngayon kung saan naglalaan ng malaking pera sa mga ayuda na one-time lang ay malinaw umanong pagbili lamang ng suporta at boto ng mga tao.
Inihalimbawa din ni Magno ang problema sa PhilHealth na kinakailangang maayos para ‘di mahirapan ang ating mga kababayan.
Ang nangyayari aniya ngayon, kinukuha ng mga politiko ang pera ng Philhealth at pinapalaki ang pondo sa kanilang medical assistance, para sila ang kailangang lapitan para hingan ng tulong.
Pagdiin ni Magno, sobrang nakakaawa ang taumbayan dahil sa dami ng buwis na binabayaran, ngunit nahuhulog lang aniya tayo sa pambobola ng mga politiko.
Sa bandang huli, ang mga serbisyong kailangan at dapat na matanggap aniya mula sa gobyerno ay kailangan pa nating limusin mula sa mga politiko.

Secretary Recto responded by saying that the PhilHealth funds were spent on infrastructure projects, such as roads and bridges.
I think @RichHeydarian could have compared the HDI levels of most Mindanao provinces with that of Syria. The use of Sub-Saharan Africa has triggered the racist tendencies of Filipinos.
