I'm absolutely baffled by this. Do the DfE genuinely believe that a struggling reader won't have been identified before Year 8 and that doing another test will make any difference? It's insulting to staff who work in primary schools and won't benefit pupils in any way.

🔊 Our 7th annual #ReflectingRealities report is out now! This year’s report shows a significant drop in the presence of racially minoritised characters in books published for children in 2023 in the UK.
Just a lil reminder that even the most sophisticated of observation instruments* only have very modest relationships with student learning outcomes (Gill, 2016).
Worse: evidence suggests that even when experienced raters agree on observations judgements, we tend to be wrong (Strong, 2011) 😱
Teaching is highly complex —evaluating it may be even moreso.
