Culture of earning what one keeps:
- Can only be done over time.
- Display an intuitive understanding or desire to understand requirements.
- An ability to understand the environment and achieve the best results.

Possible solution:
1. Provide ACCESS to tech for a limited period
2. Stipulate achievable targets based on naturally proven abilities
3. Full tech ownership is earned after period expires or targets are reached.
