Core housing issue or not, this most certainly has quite a bit to do with homeowners who have lived in the same primary residence for many years and who must pay taxes not only on its appreciated value but also on inflation.

Unindexed capital gains taxes on primary residences punishes those who hold their homes for many years, robbing them of retirement savings.
