Is there someone who may be in a position of power to at least investigate these abusers that hide behind uniforms they aren't fit to wear?

The force rates staggeringly high on instances of sexual offences committed by its officers.
Even today a recent @HMICFRS report found the force cannot protect children and vulnerable adults.
They’ve also recently dropped an inquiry into child abuse.
Stephen Whittle sold his FA Cup semi-final ticket to his best friend, who died at Hillsborough. Stephen was wracked with guilt for selling the ticket. On 26 February 2011, he stepped in front of a train and was killed. He left £61,000 to the Hillsborough families in his will.
