It has been reported that during today’s fighting in Dega Damot, a government military officer identified as Colonel Abera was killed. However, a photograph found on the colonel’s mobile phone has raised concerns about serious abuses being committed under the cover of war—acts that are strictly prohibited under international law.
The photograph shows a young girl appearing deeply distressed, traumatized, and overwhelmed by a sense of helplessness. One can only imagine how many adolescent girls and innocent women may have become victims of abuse by officers like this colonel, who allegedly exploited their weapons and military power. Such conduct represents not merely the moral failure of an individual, but a grave violation of the international obligation to protect civilians during armed conflict.
Under International Humanitarian Law, particularly the Geneva Conventions, civilians caught in war and conflict zones, especially women and children, are entitled to absolute protection.
Whenever military officers or armed personnel use their military authority and power to attack civilians, coerce them, or subject them to treatment that humiliates human dignity, such conduct is classified under international law as a #warcrime. The image reportedly recovered from the colonel’s phone is presented as evidence that civilians living in Amhara conflict zones are being exposed to severe human rights violations and abuse.
The country’s national defense force—which was meant to serve as the guardian of the nation and protector of its people—has, over the past seven years, become a political instrument. According to the author, it has operated in the Tigray, Oromia, and Amhara regions like a foreign occupying force, leading to what is described as profound institutional and moral collapse.
When a military institution abandons its responsibility to safeguard the public and instead becomes the protector of a ruling political system, and when its members allegedly participate in horrific acts against young civilians, it leaves an indelible stain on history.
Although such acts may today be concealed beneath the noise of war and propaganda, they will inevitably face accountability before both the law and history. Under the framework of the International Criminal Court (ICC) and international human rights law, crimes committed against civilians during armed conflict are not subject to statutes of limitation.
