There is nothing like low trust or high trust. All the societies we call high trust are generally high consequence societies. Public servants in Singapore can't even think of corruption, and you think a billion times before breaking a traffic rule there. Reason is simple, bigger the crime, bigger the consequence. Best India does when someone is caught on a corruption charge is a transfer, and you can get away with a 1,000 rupee bribe in most cases of breaking traffic rules.

Humans are incentive driven, they resort to deceit just for that incentive. Only thing needed to fix deceit is consequence of deceit. Add that to the equation and what you get is a high trust society.
