Today, as a birthday “gift” to Putin, the Russian army destroyed a residential building in Pryluky, in the Chernihiv region. It was an ordinary five-story apartment building. Tragically, as of now, five people have been reported killed and 26 injured, including five children. There may still be people under the rubble. First responders are working nonstop at the site – doing everything possible to find every person. Russian missile strikes also damaged five apartment buildings in Dnipro and four high-rise buildings in Kremenchuk. Tragically, two people were killed and eight injured. A high-rise building in Zaporizhzhia was damaged by a drone. In Kyiv, the Russians killed two people. Two more people were killed in Oleksandriya… My condolences to all the families and loved ones of those killed. Overall, infrastructure in Kyiv and 12 regions came under attack last night.
One of the key targets was our energy infrastructure. The Russians wanted to strike painfully and demonstratively. This was one of the most vile strikes: 70 missiles in total, many of them ballistic, as well as “shaheds.” Unfortunately, only some of them were shot down. Russian ballistic missiles remain the greatest challenge. And air defense packages for us right now are a vital necessity. That is why every day we are looking for missiles for Patriot systems that can and must actually protect people’s lives here, in Ukrainian skies. Thank you to everyone who is helping us.

With Europe’s own security threatened and with an economy ten times that of Russia’s unravelling petro-party, Putin and his henchmen would ideally have grasped by now that they will loose their senseless war of aggression. And maybe they have, but are still depraved enough to carry on with 30-40k sacrificed monthly for their own cynical survival.

Whatever open or veiled threats coming out of Moscow, foreign diplomats should not leave Ukraine. And they won’t.
Russia however, should leave. Russia was never invited, never wanted. It could end the war by leaving today.

In Brussels, at the @UAdonorplatform meeting, we discussed one of Ukraine’s key priorities for 2027 — securing predictable and sustainable budget financing.
Ukraine’s external financing need stands at $52.6b. Around $20b has expected sources, leaving a $32.6b gap to be addressed together with 🇺🇦 partners.
Ukraine continues to mobilise domestic resources, but the scale of russia’s war puts clear limits on our capacity. We need solutions that preserve macro-financial and debt sustainability — including the use of frozen russian assets and stronger international financing mechanisms.

Ukraine needs investors who are willing to take a chance. The Norwegian Ukraine Fund can provide a type of risk capital that is in short supply. We are increasing the funding for this mechanism by allocating 350 million Euro in the years 2027-30.

Met with @alexstubb and @jonasgahrstore in New York. Finland and Norway are very strong partners of ours, and I am grateful for the substantive exchange we had. Of course, first and foremost, we discussed the winter package and protecting our energy infrastructure from Russian attacks. We are working to strengthen air defense as much as possible before winter sets in and to deprive Russia of its bet on ballistic terror. I also briefed them on the talks and meetings with the American team. There is no alternative to peace. And Russia must be pressured further – through sanctions and support for Ukraine – so that it learns this too.
