PRESS STATEMENT BY THE PERSONAL ENVOY OF THE SECRETARY-GENERAL ON CYPRUS

The Greek Cypriot and Turkish Cypriot leaders Messrs. @Christodulides and @tufanerhurman met today at the invitation of the Personal Envoy of the Secretary-General on Cyprus Ms. Maria Angela Holguin who noted that such direct dialogue is essential in order to express views, concerns and hopes. This is particularly important as we are currently in a pre-negotiation phase. Constant and direct dialogue is essential.

The leaders shared their proposals to chart a way forward to start substantive negotiations.

The leaders reviewed the work on the list of the trust-building initiatives previously put on the table and noted some of the advances achieved between both sides.

They will now continue efforts to reach agreements on the various trust-building initiatives that are on the table as well as towards the start of substantive negotiations. #UNCyprusTalks

Suomi on liittynyt Ranskan julkilausumaan kahden valtion mallin edistämisestä. Yhdessä kansainvälisten kumppaneidemme kanssa lähetämme selvän ja vahvan viestin: rauha Lähi-itään on välttämätön ihmisten kärsimyksen päättämiseksi. Rauha on välttämätön ja myös mahdollinen, mutta se edellyttää vielä merkittävästi työtä. Viime yönä kuljettiin pari askelta oikeaan suuntaan.

Julkilausumassa sitoudumme kahden valtion mallin edistämiseen, peräänkuulutamme tulitaukoa, panttivankien vapauttamista sekä humanitaarisen avun välitöntä pääsyä Gazaan. Pidämme välttämättöminä Palestiinalaishallinnon sitoumuksia Palestiinan demilitarisointiin ja Hamasin aseistariisuntaan. 

Kahden valtion mallissa on kyse Palestiinan tulevaisuuden rinnalla myös Israelin turvallisuuden varmistamisesta. Kehotamme maita, jotka eivät ole vielä tehneet niin, normalisoimaan suhteensa Israeliin ja ilmaisemaan valmiutensa aloittaa keskustelut Israelin valtion integroitumisesta alueelliseen turvallisuuteen. 

Käännämme katseemme kohti tulevaa: sitoudumme Gazan tulevaisuuden ja jälleenrakentamisen suunnitteluun, Hamasin aseistariisuntaan sekä Hamasin poistamiseen Palestiinan poliittisesta tulevaisuudesta. 

New Yorkissa tuli edistystä myös arabimaiden sitoutumisen osalta (Qatar, Saudi Arabia, Egypti), jotka vetoavat Hamasin aseistariisunnan ja Gazasta poistamisen puolesta - nyt ensimmäistä kertaa.

Katsomme, että Palestiinan tunnustaminen on askel kohti kahden valtion mallia. Kahden valtion ratkaisun tukeminen tarkoittaa, että Suomi tulee tunnustamaan Palestiinan jossain vaiheessa. 

Tunnustaminen tulee tehdä ajankohtana, jolloin sen katsotaan parhaiten edistävän alueen vakautta, rauhaa ja turvallisuutta ja osana laajempaa kokonaisuutta, joka edistää kummankin osapuolen turvallisuutta. Tätä kokonaisuutta haarukoitiin New Yorkissa, ja työ jatkuu.

Suomen ulko- ja turvallisuuspoliittisen selonteon mukaisesti Lähi-idän rauhan ratkaisun on perustuttava kansainvälisesti hyväksyttyjen parametrien mukaiseen ja osapuolten kesken neuvoteltuun kahden valtion malliin ja sen on täytettävä sekä israelilaisten että palestiinalaisten turvallisuustarpeet sekä Palestiinan valtio- ja itsemääräämispyrkimykset. Arvioimme jatkuvasti tunnustamisen edellytyksiä.
