BREAKING: Armenia's National Assembly has passed legislation barring many Armenian citizens living abroad from voting in future parliamentary elections and national referendums.
Under the new law, only Armenian citizens who have lived in Armenia for at least 366 of the previous 730 days, assessed 48 days before election day, will be eligible to vote in parliamentary elections and national referendums.
The new requirement will exclude many labor migrants, seasonal workers, Armenians employed abroad, and tens of thousands of diaspora Armenians who retain Armenian citizenship but spend much of the year outside Armenia.
The legislation was introduced days after Civil Contract failed to secure a constitutional majority in the June 7 parliamentary elections and was approved by the National Assembly less than a month later. Throughout the campaign, members of the ruling party repeatedly highlighted Armenian citizens traveling from Russia to vote.
For years, Armenia's electoral system allowed all Armenian citizens to participate in parliamentary elections and national referendums regardless of where they lived. Only after the June 7 elections did the ruling party move to impose a residency requirement, prompting accusations that the changes are politically motivated.
According to the bill's authors, Armenian citizenship alone should not be sufficient to participate in parliamentary elections and national referendums, arguing that voters should maintain a meaningful connection to Armenia through long-term physical residence in the country.
The measure marks one of the most significant changes to Armenia's electoral law since independence, fundamentally redefining which Armenian citizens are eligible to participate in parliamentary elections and national referendums.

Raisa Mkrtchyan, the People's Artist of Armenia whose voice defined the golden age of Armenian song, has passed away at the age of 84. The news was announced by Artur Ispiryan, Director of the Public Radio Archive.
She was born on February 25, 1942, in the city of Sevan, and her path into music began with a classical foundation. She studied at the Romanos Melikyan Music College in Yerevan before entering the Komitas State Conservatory of Yerevan, where she trained in the piano department from 1963 to 1968. Even as a student, she was already performing, lending her voice to youth pop orchestras and stepping toward the career that would soon make her a household name across the republic.
In 1968, Mkrtchyan became a soloist with the Variety Orchestra of the Armenian State Committee for Television and Radio, a position that placed her at the center of Armenian musical life for decades to come. She became the first performer of songs by some of the most celebrated composers the nation has produced, including Arno Babajanian, Konstantin Orbelyan, Alexander Ajemian, Edgar Balyan, and Martin Vardazaryan. Her rich repertoire would grow to feature the works of Robert Amirkhanyan, Alexey Ekimyan, Melik Mavisakalyan, Nikolai Petrov, Murad Kajlayev, and others, spanning the finest of Armenian and Soviet-era composition.
Over the course of her career, she recorded more than 400 songs. A significant portion of that immense body of work remains preserved in the Golden Collection of Armenia's Public Radio and Television archives, a living record of a voice that audiences came to know across generations. Her performances reached far beyond Armenia's borders, including appearances at New York's Carnegie Hall and the Metropolitan Opera, bringing Armenian song to diaspora communities and international audiences alike.
In 2006, Mkrtchyan was awarded the title of People's Artist of the Republic of Armenia, the highest recognition of her standing in the nation's cultural life. She was also a recipient of the Movses Khorenatsi Medal and the 1st Class Order "For Services to the Homeland," honors reflecting a lifetime of contribution to Armenian culture.
Her work as a performer was matched by her devotion to the next generation. Beginning in 2002, she taught at the Komitas State Conservatory of Yerevan, passing her experience and artistry to the young musicians who would carry the tradition forward. In that role, as on every stage she touched, she shaped the sound of Armenian music well beyond her own performances.
Raisa Mkrtchyan was one of the brightest and most beloved figures of the Armenian pop scene, an artist whose distinctively stylish performances became an enduring part of the nation's musical heritage. Her career symbolized an entire era, and the warmth and sincerity she brought to every song secured her place among the voices that defined what it means to sound Armenian.

Yerevan authorities have erased a mural honoring Haykaz Mkrtchyan, who defended Armenia during Azerbaijan's July 2020 attack on Tavush and later gave his life in the 2020 Artsakh War.
The mural, located in the underpass of the Armenian State University of Economics, is the latest memorial dedicated to a fallen Armenian soldier to disappear from public space, fueling concerns about the gradual erasure of the generation that fought and died defending Armenia and Artsakh.
Haykaz took part in the defense of Tavush during the July 2020 clashes and later joined the front lines during the 2020 Artsakh War. He was wounded in battle and ultimately gave his life defending the homeland. He is buried at Yerablur Military Pantheon.
Supporters of the removal point to municipal regulations governing murals and graffiti, arguing that public artwork requires official approval. However, the removal of Haykaz Mkrtchyan's mural cannot be viewed in isolation.

While authorities may cite administrative procedures, the result is the steady disappearance of visible reminders of a generation that carried the burden of war and made the ultimate sacrifice.
This process has unfolded alongside years of rhetoric from Pashinyan directed at Artsakh, the Artsakh movement, and the displaced Armenians of Artsakh. Since the loss of Artsakh, Pashinyan has repeatedly argued that Armenia must move beyond the logic of the Artsakh movement and has made remarks that many Artsakh Armenians view as dismissive of their struggle, sacrifice, and displacement.
Against that backdrop, the removal of memorials dedicated to fallen soldiers carries significance beyond questions of municipal procedure.
For many Armenians, these murals are not simply public artwork. They are memorials that preserve the names, faces, and stories of those who fought and died defending the homeland.
Haykaz Mkrtchyan's mural was a reminder of a young Armenian who stood in defense of his country and ultimately gave his life for it. Today, that reminder has been erased from the wall where it once stood.
The concern many Armenians express is not that a mural was removed. It is that, piece by piece, the public memory of the generation that fought for Armenia and Artsakh is being removed with it.
