This is not an unreasonable request.

Engro Connect describes itself as the owner of Pakistan’s largest independent tower platform, comprising Engro Enfrashare and Deodar and more than 14,000 towers. The National Assembly-passed bill would directly affect the commercial and regulatory environment in which tower companies operate.

Section 27A grants sweeping access and usage rights for telecom towers, fiber, and related infrastructure; provides for deemed approval in certain cases; prohibits several public and collectively managed property owners from charging rent or compensation; and permits fines of up to Rs. 50 million for obstruction or delay.

The Senate committee has now deferred the bill after serious objections concerning property rights, land access, deemed consent, fee-free use of property, and the extraordinary penalties contemplated by the draft. The National Assembly committee chairman has reportedly acknowledged that the inclusion of telecom towers was overlooked during the committee’s final consideration, while the Ministry of IT maintains that the bill does not authorize compulsory acquisition or forced entry onto individually owned private property. These conflicting explanations make full disclosure essential.

Public records do not presently prove that Engro or Engro Enfrashare prepared or promoted this bill. They do show, however, that Engro Enfrashare previously participated in PTA industry consultations in which right-of-way difficulties were raised by participating telecom companies.

@engro_group should therefore disclose every submission, meeting, proposed amendment, communication, and policy recommendation made by its companies or representatives to the Ministry of IT, PTA, parliamentary committees, and industry bodies concerning right-of-way legislation.

Did any Engro entity seek the inclusion of towers, deemed approvals, fee waivers, compensation restrictions, or the Rs. 50 million penalty? A company of Engro’s size and public standing should answer these questions directly.

The illegal cigarette mafia and illegal cigarette trade remain a measurable economic cancer, stealing nearly Rs. 400 billion in taxes yearly. Their actual trade could reach approximately Rs. 1,000 billion.

@GovtofPakistan should continue uncompromising enforcement, reject every form of political pressure, and hold illegal manufacturers, traders, and promoters answerable under law.

Nobody knows where this money goes. It could finance terror and create instability by design, because illegal economies depend upon weak and unsettled institutions.
