Iraq was supposed to control the militias and begin to disarm them. The Iraqi PM went to the White House, and was in Turkey, all he had to do was prevent these attacks. He had regional support. But instead he let this happen.
Iraq has an army. However, just like the Lebanon, Iran has done the same model, the army sits in its barracks while the Iran-backed militias run the country, just like Hezbollah in Lebanon. Iran replicates this model everywhere. Regional countries will need to make it clear to Baghdad this is unacceptable. Turkey, Saudi Arabia, Jordan and Syria all border Iraq...they should be clear on what needs to be done.
