The government says it signed an agreement with Dangote on 29 September covering land, environmental safeguards and related assurances. That is a public contract.

[Section 5(1)(e) of the Access to Information Act requires a public entity, on signing any contract, to publish the nature of the works, contract sum, counterparty and completion period]

An SEZ licence only covers zone incentives. It does not replace:

–An EIA licence under the Environmental Management and Coordination Act

–Construction and operating approvals from EPRA

–A lawful land title or lease, with compensation and public participation
