The pilot missed his approach to the runway and landed on the road. Asaba airport was aware. They also made the mistake of not getting approval from NCAA before taking off from the road.
The appropriate action was to safely evacuate passengers and wait for NCAA's instructions and approval to depart.
It's a Nigerian managed private jet used passenger travel and nobody was smuggling any drugs or bandits. It was a missed approach possibly due to miscommunication between pilot and tower. Too bad for everyone involved.
